Why we train marksmen and not invest everything exclusively at the longest-range sniper groups

I am asked why we train marksmen, invest time and resources, and not throw everything exclusively at sniper groups fighting with the longest-range rifles? Today I came across an interesting testimony from the front. Svyatoslav Yavorivsky ( slavko.yavir on fb): "The effectiveness of shooting with an AK-74 or AR-15 at 300-400 m is practically zero, and cartridges cost money.
